How Fair Market Rent Affects Your Voucher

When you rent with a Housing Choice Voucher, three numbers decide what you pay each month:

  1. The Fair Market Rent — HUD's annual rent estimate for your county and bedroom size.
  2. The payment standard — your housing authority's own cap, set between 90% and 110% of the FMR. This is the maximum subsidy the authority will pay toward rent and utilities.
  3. Your income — you contribute roughly 30% of your adjusted monthly income. The housing authority covers the gap up to the payment standard.

If you choose a unit renting above the payment standard, the difference comes out of your pocket, and at initial lease-up your total share generally cannot exceed 40% of your adjusted monthly income.
